That is because everything from mail and other papers, car keys, schoolbooks, and other items just get dropped on the kitchen counter when people pass through the kitchen.
The best way to solve this problem is to make sure that you have an appointed place for mail and other papers, such as a mail cubby or specific drawer or holder.
Everything else needs to be put away properly as soon as it is brought into the house.
It will take some discipline to train everyone in the home to put things away immediately, but the effort is worth having those clean counters.

Pretty soon those empty drawers are filled with rubber bands, pens and pencils, hair clips and all sorts of other stuff, making for one big mess.
